The rubber paint on plastic surfaces often become sticky after some years (how fast rubber paint turns into sticky layer depends on temperature and air wetness).
The easiest cleaner to remove this sticky paint is alcohol, which dissolves the paint and dries by itself.
If the area to clean has no labels or marks (as jog wheel's ring), there is no risk to delete any label with alcohol, so you can use a cloth: - choose a soft non abrasive coth - pour alcohol on the cloth - rub the sticky area with the cloth.
If the area to clean has holes difficult to reach, then you may use a soft toothbrush - make sure the toothbrush bristles are soft - pour alcohol on the brisles - gently rub the sticky area with the toothbrush.
Il the area to clean has also some labels, as the alcohol may delete the labels, you can use Q-tips: - pour alcohol on the cotton of the Q-tip, - gently rub the sticky areas with the Q-tip in making sure the Q-tip avoids the labels.
You may also use WD-40 or hydroalcoholic gel instead of alcohol.
